I found a hash and signature for the latest install-tl-windows.exe at
https://ctan.org/tex-archive/systems/texlive/tlnet .

In the Files section (all file links redirect to CTAN mirrors), you should find:

install-tl-windows.exe.sha512.asc
install-tl-windows.exe.sha512
