There is (to the best of my belief) no specification of rotation in the
DVI specification, and therefore pure TeX could never accomplish such a
thing. As I have, in the past, produced rotated TeX on an involute (in
well over 100 languages, including R-to-L ones) using plain XeTeX
augmented by TikZ, the latter may be your best option.
