The exact rule is bc - 1 <= ec <= 255, with bc = 1 && ec = 0 indicating
0 characters (according to TeX: the Program [539]). As you mention
below, the "bizarre"  bc > 255 thing is indeed not documented in
English, but appears in the code [565].
