There a couple issues here. Is John looking for a launcher like the one available on the Windows platform? If so then that is generally not available in the same fashion across the various Linux distributions.

The other issue is that Ubuntu 16.04 went End Of Life back in April and is on just Extended Security Maintenance now. That's a really quite old release to be running. With the directory mentioned it looks like the hardware in use is fairly old too as it seems to be 32-bit x86 rather than 64-bit. Back then the desktop interface would have been Unity 7 rather than the customized GNOME 3 seen in a more recent version. That may lead to difficulty in locating things like TeXShop, if you installed it, or any other editing suite.

There is no single executable for the entire suite of programs that comprise TeX Live. I suggest choosing a good editor program to work within. A good listing can be found here: https://tex.stackexchange.com/questions/339/latex-editors-ides
