install texlive2022 error because of permission on windows

Yeah, last year's install was one of those
Learning Experiences.

Here's what I found out:

Use controlled folder access

Controlled folder access in Windows Security reviews the apps that can make
changes to files in protected folders and blocks unauthorized or unsafe
apps from accessing or changing files in those folders.

Select Start
  > Settings
   > Update & Security
    > Windows Security
     > Virus & threat protection.

Under Virus & threat protection settings,
      select Manage settings.

Under Controlled folder access,
       select Manage Controlled folder access.

Switch the Controlled folder access setting to On or Off.

iirc,

#1: on second install on a new laptop
I had to create the year folder, i.e.:

C:\program-files\texlive\2021

#2: seems like I had to enter the folder name into the MS
list of approved folders

before Running As Administrator.

time, end  : 10.30pm
