bibtex from any url containing "bitstream"

I ran across this,

and was curious to see if I could cite it. The Zotero webform failed
probably because it was a pdf file. TooBib has a set of rules to
mutate "bitstream" links and it seems to have worked here.
The handling of foreign characters is not real graceful
but that was always an afterthought and the sequence
of mainpulations is in the resulting bibtex so verification
and hand editing is possible for now. Zotero should be able
to just mutate a lot of URL's like this.
  (I'd post this on the Zotero forum but AFAICT for some
reason they have me blocked before I ever made a single
post lol ).
