another reason that comes to mind:

A users is a TUG member that have therefore installed TeX Lvie 2008, 
perhaps using the DVD.

Now this user would like to use the TeXMaker editor, but ubuntu also 
want to install LaTeX in order for you to install TeXMaker, which might 
increase the download to several hundred Mb, that does not make sense.

In any case I wonder a bit why the ubuntu packages is packaged they way 
they are. Yes, you need LaTeX for TeXMaker to make sense, but not to 
just start the program.
